The Palm OS projects can be compiled using the freely available prc-tools (c/c++) compiler, the pilrc resource compiler, and the palmresize DIA code. Any IDE can be used that supports makefiles. The code should also compile under Metrowerks Codewarrior, although you'll need the pilrc plugin and you'll have to mess with the code segmentation to get it to work.
